Is it true that concealed caryy is illegal in Phoenix? I’ve been hearing some buzz about it, and it’s got me curious.

Yes. Constitutional carry (concealed) is allowed. You may not carry in certain places like a restaurant that serves alcohol without a Concealed Carry License, or a place that has a sign forbidding firearms.
